Module 12: Reform — Real-Time Validation Mandate
1. Problem statement
Modules 7–11 show that clarifying the law alone does not close the $24B stress test: reactive audits and honor-system use tax cannot match transaction speed. Reform must add real-time validation at point of decision—POS, e-commerce checkout, and B2B procurement.
2. Proposed mandate: "Real-Time Validation"
Principle: For high-ambiguity categories (construction fixtures, enumerated services, EIS, food scenarios), the state or an authorized registry exposes machine-readable determinations keyed to standardized attributes (not free-text invoices).
Elements:
- Authoritative classification service — returns TAXABLE / EXEMPT / REQUIRES_CERT for a structured request (jurisdiction, item type, buyer role, contract flag).
- Certificate & permit hooks — resale, exempt org, and where lawful building-permit or contract IDs to support Module 7 decisions.
- Receipt integrity — cryptographic or sequential receipt IDs so audits trace what system believed at sale time (reduces Module 10 dispute cost).
3. Guardrails
- Small seller relief — API uptime, batch fallback, safe harbor when registry unavailable (defined narrowly to avoid game).
- Privacy — minimal PII in classification requests.
- Preemption clarity — statewide rule signal reduces local interpretation drift where state base applies.
4. Implementation strategy
Reform requires three parallel tracks:
